<p>There is now a $100 fee associated with having a &#8220;temporary&#8221; line. In other words a PSTN line that is disconnected within 3 months of connecting it. Here is the <a title="Telstra Fee Hike" href="http://www.telstra.com.au/homephone/connections/" target="_blank"><strong>news on their website</strong></a>. In typical Telstra fashion they are increasing fees, rather than trying to compete on services and value.</p>
<p>Some may argue that they are simply recouping the cost of what it takes to connect a line. But for anyone who has done it recently, to connect a line without a technician visit it is $59. It takes a maximum of 10 minutes on the phone and then you&#8217;re done. Maybe there is some work required in the phone exchange, but if there is, it&#8217;s only minor. $100 as an early disconnection fee seems pretty rich.</p>
<p>One of the most common reasons for disconnecting a landline so quickly is for someone to move to Naked DSL. This move by Telstra will definitely advantage Naked DSL ISPs like <a title="iinet Naked DSL plans" href="http://www.naked-dsl.com.au/plans/iinet/"><strong>iinet</strong></a>, <a title="Internode Naked DSL plans" href="http://www.naked-dsl.com.au/plans/internode/"><strong>Internode</strong></a><a title="Internode Naked DSL plans" href="http://www.naked-dsl.com.au/plans/internode/"> </a>and <a title="Netspace Naked DSL plans" href="http://www.naked-dsl.com.au/goto.php?pid=Netspace"><strong>Netspace</strong></a>. They are all ISPs which can connect Naked DSL without you needing a landline to get the process started.</p>
<p>The ISPs that will suffer from this are  TPG and Exetel, which currently require their customers to have a Telstra line connected before they start the Naked DSL process. It was a popular option for people to connect a line just to get Naked DSL started with TPG or Exetel. That is something that we will be recommending less to people now there is an additional $100 fee.</p>
<p><a title="See iinet plans" href="http://www.naked-dsl.com.au/goto.php?pid=iinet"><strong>iinet</strong></a> already has a significant portion of the Naked DSL market, and this is only likely to help them. Internode and Netspace have also become increasing popular for people wanting to connect broadband without a landline. Both providers have free uploads (unlike iinet) and Netspace has introduced some very high data limits  on its plans. $49.99 gives 10GB of downloads and $59.99 gives 20GB of downloads. And like iinet, Internode and Netspace don&#8217;t require you to have a landline to get started with Naked DSL.</p>

The data can be used any time and comes with a Static IP, which are important features for business.</p>
<p>Internode also offers a Static IP address on its business plans. <p>Neither iinet or Internode charge an ongoing fee for having Annex M and the faster upload speeds. It doesn&#8217;t cost anything to add Annex M with Internode, but there is a once off $49 activation fee with iinet. But $49 is fairly easily forgotten in the set up costs if iinet is the better option for you. They do have far more exchanges than Internode and you will need to be connected directly to an Internode exchange (not via Optus) to get Annex M.</p>

The options in Ballarat are similar to many large regional centres around Australia, so I thought it would be worth examining what is on offer.</p>
<p>The first thing to note is that not every provider can offer Naked DSL in Ballarat. Why not? For an internet provider to be able to offer Naked DSL they need to have their own DSLAM installed at the local phone exchange. The cost of installing DSLAMs is extremely expensive and so most providers have focused on CBD and metropolitan rollouts of their coverage. If there was a good business case for a DSLAM installation in a regional area then they would have gone ahead with it.</p>
<p>The broadband market in Australian has grown quite regionally. iinet has the widest Naked DSL coverage in WA. Internode has the largest Naked DSL coverage in SA, covering such places as Mount Gambier, Whyalla, Port Lincoln and Murray Bridge. TPG and Optus have more coverage in VIC, NSW and QLD.</p>
<h1>So What&#8217;s On Offer in Ballarat?</h1>
<p><strong></strong><br />
By using the <a title="Naked DSL Coverage" href="http://www.nakeddsl.com.au/availability/"><strong>Naked DSL Availability</strong></a> tool, you can see that some providers have Naked DSL in Ballarat. Do they all have their own DSLAMs there? No. They are all currently re-selling services using the Optus DSLAM in the Doveton St, Ballarat phone exchange. So if you liked the look of going with Internode, you would be able to get their <a title="Internode's plans on the Optus network" href="http://www.nakeddsl.com.au/plans/internode/"><strong>plans delivered on the Optus network.</strong></a></p>
<p>The other providers to offer services are <strong><a title="Exetel Naked DSL plans" href="http://www.nakeddsl.com.au/plans/exetel/">Exetel</a></strong>, <strong><a title="Netspace Naked DSL plans" href="http://www.nakeddsl.com.au/plans/netspace/">Netspace</a></strong> and <strong><a title="Dodo Naked DSL plans" href="http://www.nakeddsl.com.au/plans/dodo/">Dodo</a></strong>. So there is still choice and a variety of plans and pricing that you can select from. If you want high download allowance for gaming or high web usage, then Exetel and Dodo are worth looking at. If you prefer a higher level of customer support and don&#8217;t need such a high data allowance, then Internode and Netspace are fantastic options.</p>

Unless they also strike a wholesale deal with Optus it is unlikely that either company will be getting Naked DSL in Ballarat very soon. To install a DSLAM in a phone exchange takes months. So seeing they haven&#8217;t even announced an installation in Ballarat, I wouldn&#8217;t be holding my breathe. You are far better offer going with one of the ISPs that can offer you the service now.<br />
